You can legally own posses and make explosives in the US you just need a ton of permits so its mostly just big companies that own them. But theoretically I think a private citizen could make explosives legally with enough money.

I wouldn't think molotov cocktails would be allowed under those laws. Unlike dynamite that's use for mining, molotov cocktails are basically only a weapon/ fire starter and the military usually has better stuff
