WASHINGTON — Agents with the FBI and Immigration and Customs Enforcement have turned state driver license databases into a facial recognition gold mine, scanning through hundreds of millions of Americans’ photos without their knowledge or consent, newly released documents show.

Thousands of facial recognition requests, internal documents and emails over the past five years, obtained through public records requests by Georgetown University researchers and provided to The Washington Post, show that federal investigators have turned state department of motor vehicle databases into the bedrock of an unprecedented surveillance infrastructure.

Police have long had access to fingerprints, DNA and other “biometric data” taken from criminal suspects. But the DMV records contain the photos of the majority of a state’s residents, most of whom have never been charged with a crime.

Neither Congress nor state legislatures have authorized the development of such a system, and growing numbers of Democratic and Republican lawmakers are criticizing the technology as a dangerous, pervasive and error-prone surveillance tool.

error prone is the worst part, perhaps. since pools for machine learning are smaller for marginalised groups, and developers can be implicitly racist too, the software results in fale positives for lots of POC, "non-passing" people, etc.

so it reifies individual officers' profiling into a systemic, and thus technocratically legitimized, institution. basically, it bakes the racism into an algorithm. it is jim crow for the data era.

idk that I agree that it's worse. now that facial recognition exists, databases like the one in the article can be used to easily sort and categorize masses of people based on psychical characteristics. I kinda sorta see it as an improvement on those Nazi skull measuring phrenology devices.

true gait recognition is probably a better surveillance tool tho I guess

Major thing to understand with this, as I see it, is that this story is being disseminated to dissuade people from getting drivers licenses if you have a questionable legal status in the state. I believe there are 18 states where you currently can get a drivers license as an undocumented person. the feds want people to stop getting them, as driving without a license is a criminal offense that speeds up deportation proceedings and makes their numbers look good back at ICE HQ. this gets them more funding, so they want the lay up of being able to skip a bunch of red tape to get bigger salaries. So you see this story reprinted everywhere, I think this is what they want actually
