you know, that didn't even register in my brain as wrong before you pointed it out. I guess it's like "I'm pretty sure" is a common starter to a sentence and "I'm not sure" is a common ender to a sentence

I think it is because people are so scared of being wrong they try and constantly create sentences where they can deny it by going ''Well I wasn't saying it was true'' or ''I said I wasn't sure if it was true or not''.

Though I don't think that is likely.
