People are noticing; nobody's doing much. I don't really watch/read mainstream stuff so I couldn't say, but I guess mild versions of it find its way in there. It also depends a lot on the country.

I guess not much can be done until it registers as a clear and present danger in the public consciousness - it'll be a while before the traits of neo-colonialism register to most people.
